create github action for china-dxy script #37

Get a github action that works for the china-dxy scraping script. I had something running but then a merge issue popped up that may have broken it, so I'm just creating this issue so we can keep better track of it.

This seems to be working now. Should run daily at 7:45 PM. May be worth still checking from time to time in case there is an error, but I will try and rerun any failed action ASAP when I can
