Add automated testing to CI #6

Add some automated tests to run on merge request,

[ ] subsetting
[ ] forcing generation
[ ] configuration generation
[ ] running ngiab? might be possible to pipe a series of commands for the guide.sh script, if not just run the ngen / troute manually in the container

Unit tests for back end Broader end to end testing for the front end For now, just test the api endpoints. Future work to use selenium or whatever GUI tester is appropriate.
