As an entrant I want another chance to be chosen from the waiting list if a selected user declines an invitation to sign up.

Acceptance Criteria:

US 02.05.03
A one-shot version of the lottery method that selects users should be implemented.
This method would be called when a selected user declines. (US 01.05.02)
This method will send winner notifications, but will not send further failure notifications to unaccepted users.
