Added new features. #59

  1. Fixed prefix issue.
  2. Make all command avabale even from sever console not in game.
  3. Added new command !vip or css_vip that is only for in-game it display menu with the vip enable options.
  4. Added new command css_vp_services_reload (required root flags) that will reload the given user services.
