update generated svg format for ubuntu Image Viewer #15

The default Ubuntu program, "Image Viewer", has an issue with parsing the SVG file. By re-formatting how the SVG is generated, there is no more issue. This is tested on Python 2.7. It doesn't seem to change how the SVG is displayed in the original HTML report either.
