Improve autoupdate process #42

Improvments to be done:

  1. Create new user (CsharkBot?) with new token. Change token in AZDO. Now it's using my token, so all PRs are created by "me". I want to avoid it, because in autoconfirm process we are using name of PR creator.
  2. Add label to all auto update PRs - improvement in updateDependencies script. Label can be added by API call: https://github.com/orgs/community/discussions/24724
  3. Change .kodiak.toml in all repositories - add required label and change user name auto_approve_usernames property
