Switch to enet #117

tested and works atleast locally. things to note:

uses enet, a udp based solution which is connection based and can send reliable messages
i chose to make packets that i want to spam in future builds, like position and rotation unreliable
since the server uses the broadcast function to send messages to peers, clients handle getting packets about themselves differently aka drop them
