Help button url updated as requested...

The Help button is no longer broken and the correct URL opens up, however it also opens up a new blank tab and redirects you to it instead of the help URL github 9

Reported issue reproduced in the following browsers under Windows 7:

Firefox v. 43.0.1
Firefox v. 50.0.2

Revised selected HTML layout in my local HydroClient build to address the reported problem.
