Load materialized view tables as spreadsheet data is loaded #36

As the size of the COUNTER database increases, updating the mviews as a batch operation is becoming an increasingly lengthy operation. As new spreadsheets are loaded, there is an opportunity to also update the mviews at the same time.

Preliminary testing reveals that this approach is not really feasible. Materialized views will continue to be loaded in a subsequent batch process, at until such time as the use of mviews is discontinued.
