What did you do?

Updated stalebot version to v4. Changed days-before-stale and days-before-close in the stalebot config.

Why did you do it?

Stalebot version was outdated, and issues/PRs were being closed too soon.

How have you tested it?

No tests performed; changes only made to config files.
