Create an algorithm to automatically link contacts by their email address.

Should default to being on
Should default to not notifying the user of the link

Should provide extension points for special matching for various provider e.g. gmail : lee.ryan.campbell@gmail.com == leeryancampbell@gmail.com == leeryancampbell+dummy@gmail.com
