Contact link alg - by phone number

Create an algorithm to automatically link contacts by their phone numbers.

• Should default to being on
• Should default to notifying the user of the link
• Should allow obvious direct matches i.e. +447827712345 == 00447827712345
• Should strip out hyphens, white space to perform matches i.e. 07 8277-12345 becomes 07827712345
• Should allow the user to choose fuzzy matching e.g. 07 827712345 == +447827712345 == 00447827712345. (This is potentially a separate algorithm)
• Potentially should be aware of making a match on mobile number but not landline numbers e.g. share home numbers, or company switch boards
