Script scanner refresh does not reload experiment modules #231

What is the intended functionality of the refresh button?

I think if you modify an experiement I shouldnt have to restart scriptscanner server

And this also extends to modifying experiments via changes in parameter vault as well?

Im not sure what that means but it will reload the experiments

To clarify, if I add a new parameter to parameter vault and include that parameter into a new or existing experiment the refresh button should handle that change, correct?
