The Jimmy Carter is a special kind of Seawolf-class ship, so far as being referred as a different class, so why not adding it with a modified model? Taken from the Mod Readme:

New subs must be unique and not similar to existing subs. We're generally not looking for multiple revisions of the same sub class. (Example: We don't need an Oscar I, we have an Oscar II that works fine)

We also cannot add new models, there's no way to make it longer.
