Actually after reviewing https://github.com/Carter-Center-Health-Data-Support-Unit/CC-RB-LF-SCH-DASHBOARD/issues/11#issue-1525021212 I realized that adm2 for gambela refugees is already recommended as "agnewak". Therefore I think the admins should be harmonized to the table below

We need to decide on a final classification for dam worker and refugees
1. Dam Workers:
Admin 3 level reporting
From May 2019 onwards data has been collected at the admin 3 level
Admin 2 level reporting
Prior to May 2019 only adm2 was collected and was collected as "dam_workers (metekel)"
Therefore, we need to decide on how to classify them so they are aggregated in the desired manner. We should have adm1_name, adm2_name, and adm3_name for ward level data and just adm1_name, and adm2_name for the zone/adm2 level data... As dam workers (metekel) are probably in metekel we could call admin 2 metekel, but then when the data is aggregated to admin 2 the dam workers and other metekel district data will be combined which may not be desired...
2. Refugees
before may 2019 we just have adm2_name = "refugees (gambella)"
Therefore, if we want to keep refugees (gambella) & refugees (7 camps) distinct in the aggregations we could do the following for the ward level data:

Not sure if pre may 2010 we were in the "7 camps" location. If so when aggregating post may 2019 to admin 2 we might want to combine both refugee classifications and keep the distinction only at ward level in that case we would want our classifications to look like
