Need a technical doc explaining current state of data:

  1. what we have
  2. what it means (i.e data dictionary)
  3. What are the understanding/knowledge gaps

@sinclairelaina can you fill the word template I've sent?

Once word doc is in a good state we can figure out how to integrate it into markdown with the rest of the documentation
