Switch to REUSE.toml, restrict PR license check to modified files

No point failing PRs for the stuff they aren't touching, so restrict it to the files actually affected.

If REUSE.toml is changed (like in this PR) or a license is deleted from the LICENSES directory, perform a full check anyway.
