Functionality to "ramp" from the last condition #41

Model currently supports a "ramp" function to change conditions from the previous condition to the current values.

Add checkbox to Condition input that enables this feature for the current condition. Use this value to define the "ramp" parameter in the condition input data. (not currently included). this can go before the "met" entry.
