Add a UrlTemplateRasterOverlay #614

Similar to CesiumJS's UrlTemplateImageryProvider. This can be used for OpenStreetMap, WMTS, and a variety of other overlay tile sources.

If there were any update, it would be posted here. This isn't a high priority for the team at Cesium at the moment, but we would welcome a pull request to add it if someone from the community wants to take the time to develop it.
