if a person was dead set on harassment they could easily create a throw away account for doing their dirty work without fear of repercussions.
scenario: account a and account b are arguing. account a creates account c to harass.
result: mods ban account c, but account a survives unscathed.
I assume mods/owners have access to tools that can give some indication that one account might be the same as another. but even if not, I would think that there's is no legitimate reason to have multiple accounts other than harassment with no consequences. it falls under unacceptable behavior.
