What problem does this PR solve?

• Removes non-standard and controversial (broken) operations that are not in the NEP-5 standard
• Uses assert pattern for readability/better reporting of error state both pre and post-persist
• Allows smart contracts to transfer their own tokens without witness object
• Prevents third party smart contracts from transferring user tokens (signature bouncing)
• Added NEP-10 compatibility
