ci: standardize local developer tools #316

Split from https://github.com/ComPWA/ComPWA/pull/315 because of the eventual squashed commit. Adds:

EditorConfig
Pre-Commit (cmake-format and clang-format)
Conda environtment config (for pre-commit)
