TVM-10-M1 doesn't have an SLO recommendation #38

we need to fix this. we used to have ("under 730 hours") and deleted that in may 19, 2021. It looks like we switched from hours to a % and didn't update the SLO.

it might not really matter until we use this for some form of display. better to be consistent though.
