Move appropriate contents over to CSA Repo

https://github.com/cloudsecurityalliance/continuous-audit-metrics should house components appropriate to tracks 1 -3 of the effort:

1. The metric catalog (propose new metrics, update existing metrics) (70% interest)
2. Auditing Guidelines (70%)
3. Machine-readable translation of the metrics catalog (YAML) (23%)

Work Items for this week:

• @mosi-k-platt to make a commit to the YAML file prior to move-over
• moving the YAML file over --should be just a Pull Request against cloudsecurityalliance/continuous-audit-metrics
• @pritikin to update the README with the tracks and the meeting information
• @pritikin Copy over any issues related to Tracks 1-3 of the effort to the cloudsecurityalliance/continuous-audit-metrics repo (manual effort to cut-n-paste)
• @JonathanChristopherson Create an empty starting point for the AuditGuide in cloudsecurityalliance/continuous-audit-metrics (current audit guide is an empty placeholder) (pull request). --create as Markdown File. If we decide to go to a Jupyter Notebook in the future, we can just lift-and-land the markdown into a new Notebook.
