Reorganized the structure. Added data methods. Next steps: code:

  1. REST controllers for accepting metrics from providers
  2. docker-compose deployment

non-code:

  1. Write README.md. Created a basic outline
  2. Complete the metrics yaml that can programmatically represent the doc
