Add Wheel.onLoaded event #19

Raise when all images have been loaded or resolved.

One use case for this is to hide the wheel while it is loading.

Not needed due to 9e28d00b171452b73f37fb9b272dff095374cbba

The developer who creates the wheel is responsible for pre-loading images and fonts.
