Title: I do not get any power to my locomotive

Description: I have downloaded the installer software and loaded the program onto my mega dcc++ex hardware and finally got the wifi to work properly but there's no voltage coming out of the motor shield with a 12v 5amp power supply connected to the motor shield and a 5v 2amp power supply connected to the mega, and yes, I cut the trace on the motor shield

Using a voltmeter. DC scale.
Check voltage from the power supply at the screw terminals on the motor shield. With power on <1> command sent from Arduino serial monitor -- Enable pins 3 and 11 should be 5V vs GND. Signal pins 12 and 13 should be 2.5V.

AC scale The DCC signal may show something like 10.6V, but this is not a sine wave AC signal and the reading will be dependent on your meter. Take a reading at the screw terminals. Take a second reading from the tracks.

Readings from the pins can be done while motor shield is installed, but pins can also be read prior to installing the motor shield.

Note that you cannot drive the loco on the programming track, unless it is joined. <1 JOIN>

In addition to what Ash sais:

Yes. you need to turn on the power with a power on command. By default after startup, power is off. When the power is turned on, both LED of the output in question should turn on. The all power on command <1> turns on 4 LED on the motor shield.

What software/app are you using?
