Description: hello the laptop i was using went down and bought a new one cant i just down load dccex on the new one and it and all work or do i reinstall it on the Arduino

The Arduino will still work. It contains the compiled code which you previously uploaded to it. You can query it with commands to see some accessory settings, using commands

If you want to use the Arduino IDE, or other programs such as JMRI, they will require their normal installation processes.
