Update production server OS

The date for the switchover is set for May 18th!

Steps (may be added to):

• [x] Provision VM with appropriate configuration on Arbutus
• [x] Test changes on staging branch
• [x] Deploy to new production server with ansible
• [x] Populate database on new production server, round 1
• [x] Test production server with "faked" local hosts file
• [x] On May 18th: Lock old production database from changes
• [x] On May 18th: Do a final database update after old production has been locked
• [x] On May 18th: Move IP from old server to new server
• [x] Remove old production configurations from DDMAL operations repo
• [ ] Remove old production server server

@lucasmarchd01 @ahankinson I don't think there is anything either of you need to do for this, except that @lucasmarchd01 I will probably ask you to help me with some testing of the new server next week if you are around. But I wanted you both to be aware of the date.

I have turned off the old production and staging servers. If there are no further problems they will be deleted at some point in the future.

I'm going to close this issue now since there's nothing left to do. If/when we want to delete the server, we can deal with that.
