Allow the container stack to be started with no prior configuration #21

At present the broker.env file must be copied, edited, and symlinked into compose/production and/or compose/test.

Add compose/.env and the symlinks to the repo and give compose/.env usable values for passwords so the test stack and unit tests can be run with no manual steps required.
