Add poller for AxisTech devices #62

The SCMN project wants to pull some data from AxisTech devices. They supplied the code to read from the AxisTech API and convert that into IoTa messages. We need to integrate that into the rest of IoTa.

This is running on the SCMN server, but I'd like to ensure it is getting all the messages it should before doing a PR to master.
