WIBEth TPs with long time over threshold values #135

When testing on a 50l prototype setup we noticed that the TPs have a time_over_flight value that is too big. This is due to the clocksPerTPCTick which is set to 2048 instead of being equal to the tick difference between two WIBEth frames which is 32.

Solution: fix the WIBEth adapters
