Aeo/tp handler by plane #185

PR by @glehmannmiotto & @aeoranday to have the tp handlers by-plane, distributing the processing among three processors.

OK, this is working at NP04, and we have some changes in the integ tests so that they continue to pass. Likely need some future tuning/improvement on integtests, but I think this is ok for now.
