DUWSR-2 Adjusted skills so XP 15 is covered in multiplayer and added skill for multiplayer XP 55 #22

Summary

Copied the single player skill for XP 55 and applied it to multi-player players at 15 XP. Created a placeholder skill very similar for multi-player players at XP 55.

Also I have removed the extra white space and indented things easier to make this file easier to read in the future. Using a diff tool like BeyondCompare 4 will highlight just white space changes as opposed to actual differences a little easier.

Note: I thought about making this an "on demand" skill rather than passive. That way the user would have to go to their radio menu to ask for more supplies. We can always change to that approach in the future if the team decides to do that.

I talked with @phr0gz and @naitp today in the IRC. Both said this PR was good to merge. Merging this now until I get the Pull Request process documented.
