rename the current tool element to tool-category
add new element for specific tool used, as a String, 0..1

The current privacy enhancing tools are often a category of tool, not a specific instance. For example "Data Anonymization" is a category that is not specific about what would have been done. Where as "K-Anonymity" is close to being specific, it might also have specific tool implications.
