[FA] Process apm list again #600

Move APM libraries processing to later in the runbook.

Before this PR, pre_processed_datadog_apm_libraries was using datadog_apm_instrumentation_libraries before being cleaned up This means it has the libraries owned by the installer in it, so we were re-installing them the old-fashion way, in addition to the installer way
