If there is no particularly good choice, I think you can try BDD100k. Although it is not specifically used for weather classification, it is used for some tasks of autonomous driving. It is an image collected in different climates, and the xml file also contains the corresponding weather. If you use it, you need to do some processing. Good luck!

I have found other datasets that can be used for weather classification. In particular, I have to focus on the detection of snow on road surfaces, hence I am trying to find as many datasets as I can, and then I will decide which one to use and split for my deep learning network.
