Improve TACC-based version of DS-User-Guide.

Changes

ignore more TACC files
copy TACC files at build-time not run-time
simplify how to avoid missing TACC theme error
preserve mounted TACC files at runtime
load neglected JavaScript assets

See #1.

Same as #1. This is just an architecture change and restore missing scripts.
