Which will be wrong, User Guide or Portal?
- Answer: User Guide. Add "GIS Tools" in User Guide.

Hazmapper ^{now in User Guide}	QGIS ^{now in User Guide}

GIS Tools ^{later in Portal website}	GIS Tools ^{later in Portal web app}
