With issue on description creation through API member (#138). Some of customer prefer use generic name for API member and allow description to be created with ticket.

Introduce the flag to adjust the way we create ticket with CW.

Capability should be introduced in server 18.102.1. Where admin portal flag interface should be on next release.

configuration can now be set through admin portal. Server that allows it will be generally available on 9th of Dec
