Create note/time entry should allow select status (TECH) #194

Current add note or time entry is separate from status change. We have to proceed two actions always.

e.g.

That two action often need to be done at once.

The improvement is to achieve something similar to Zendesk, where add note/time entry button should allow specify status.

This has been implemented and under CI/CD pipeline. version 1.29.1
