Clicking initiatives when zoomed out doesn't always work #148

Open the Oxford map
Zoom in as much as possible
Zoom out once
Click on a cluster
Click on an initiative
-> The map zooms in on the cluster but then closes it so the popup is hidden

Also - when clicking unclustered initiatives the markers are made to fit within the bounds of the map rather than centred in the visible area (taking the directory into account when it's open). This means that the popup sometimes appears off the side of the map or under the directory.

This has been much improved after fixing #160
