Add a configurable title to the map

A map should have a title. How should this appear on the UI? Need to think about scarce screen space on mobile devices. Presumably the title should be added to config.json for each map variant. There are two components to a title:

• The title that appears on the map app display
• The title that appears in the browser tab. Currently:

That last commit deals with the title in the browser tab, but not in the main display of the map app.
