How about if the silos can be destroyed after 3 hits but replenish in say
20-30 seconds. But they can be destroyed in one hit. Maybe after each
additional 20-30 seconds they regain another part of the structure so
after 3 units of whatever time then once again the silo can be destroyed
in 3 hits.
