Protocol semantics improvement

Description

This is a placeholder issue regarding using RDF-native structures for verifiability of provenance and authenticity of Docmaps information.

Use case

This is required for an unpermissioned network of Docmaps users.

Proposed solution

This requires further investigation. https://www.w3.org/TR/prov-o/#bib-PROV-AQ is the place to start.
