it does happen, however i do agree it does seem quite rare compared to normal. currently working around it on my server with the chat commands plugin. but thats not ideal. no idea if its just really bad RNG or server side tho.

In the latest release build there was an if statement in the wrong place making rain never spawn, it's fixed in the latest nightly but i will add a rain chance modifier to the config next update!
