[TODO] Integrate LMC's loader system with other mod's chunk loading implementations #2

What would you like added or changed? The objective here would be to override other mod's chunk loading systems to make LMC more of an optimizer mod than a replacement. This would also entail adding a config option to disable LMC's chunk loader blocks to give users the option to reduce bloat.

Objective for 1.0.6 - Integrate Mekanism's Anchor upgrade (and any other relevant chunk loaders) into the LMC system.
