Problem statement

Many sites seem to have a hard time justifying the effort for a Green500 submission.

Solution

Provide a section / paragraph explaining the benefits of a submission from a perspective of site administration.

As per recent discussion, this will likely go into the introduction

As per today's meeting, @nbates is making progress on this issue and @BranTran will be converting the google docs to a PR. There are some open questions though raised by Ian about where to put the broader motivational text.
