Problem statement

The inclusion of storage in the measurement seems inconsistent among submissions.

Solution

The current version of the document is quite clear about storage, but has different requirements for different levels. Maybe we can simplify that and crate a fairer comparison.

As per today's meeting, Ian and Eric are currently working on this. It turns out to be tightly integrated with #106
