6) Sometimes it is appears that a higher level may not always correspond to strictly higher requirements, e.g.:

• Is it allowed to make a Level 1/2 submission based on continuous energy as per Level 3?
• Would a SPEC/ANSI/revenue grad power meter be ok for Level 2 even if it does not document an accuracy of 2% (not sure if those could exist).
• Does Level 2 also require 15 nodes minimum?
